Iowa: 4,754 New Cases, 25 Deaths, 1,272 Recoveries, and Record-High Hospitalizations at 1,190

Governor's New Emergency Proclamation Includes New Masking Requirements for Gatherings and More

Yesterday, Gov. Reynolds signed a new proclamation imposing a number of additional public health measures to reduce the spread of COVID-19.  

The proclamation continues the requirements that those attending any social, community, recreational, leisure or sporting gathering must maintain six feet distancing from other groups. But it now also requires that those groups are limited to 8 people unless the entire group is from the same household. Additionally, all these gatherings that occur indoors with more than 25 people, or outdoors with more than 100 people, are prohibited unless all participants over 2 years old wear masks excepts when eating and drinking. In addition to these distancing and masking requirements, at an indoor youth sporting or recreational gathering, only two spectators are permitted for each youth athlete.

Customers and employees are also now required to wear masks at salons, barbershops, massage therapy establishments, tattoo establishments, tanning facilities, and other establishments providing personal services.

Bars and restaurants continue to be required to ensure six feet of physical distance between each group or individual dining or drinking; to ensure all patrons have a seat at a table or bar and consume alcohol or food while seated; and to limit congregating together closer than six feet. And a group seated together is now limited to 8 people unless the entire group is from the same household.

Bowling alleys, pool halls, bingo halls, arcades, indoor playgrounds, and children’s play centers are now required to ensure that groups and individuals remain six feet apart at the establishment. And groups at those establishments must also be limited to 8 people unless the entire group is from the same household.

In order to discourage any unnecessary gathering in workplace settings, the proclamation also orders all employers to evaluate whether any more of their employees can feasibly work remotely and to the extent reasonable, shall take steps to enable such employees to work from home.

Coronavirus Task Force Puts 95 Iowa Counties in Red Zone

The latest report from the White House Coronavirus Task Force names 24 Iowa communities and 95 of the state's 99 counties as Coronavirus red zones.

"The unyielding COVID spread across Iowa continues with new hospital admissions, inpatients, and patients in the ICU at record levels, indicating deeper spread across the state. The most recent trends, showing steep inclines across all indicators, need
immediate action including mask requirements to decrease severity in morbidity and mortality among Iowans."

• Dubuque County: New recoveries = 76. Total number of recoveries = 4,411
• Iowa: New recoveries = 1,272. Total number of recoveries = 104,212
  IDPH designates positive cases as recovered after 28 days if there are no observable signs or symptoms of COVID-19

ACTIVE CASES

• Dubuque County: 2,688 active cases (92 more than yesterday)
  Active cases are determined by subtracting the total number of recovered cases and deaths from the total number of positive cases to date.

LONG-TERM CARE FACILITY OUTBREAKS 

• Dubuque County: 5 long-term care facility outbreaks (same as yesterday) with 147 positive cases (same as yesterday) and 66 recoveries (4 more than yesterday):
  - Luther Manor Communities, Dubuque (74 positive cases, 13 recoveries)
  - ManorCare Health Services, Dubuque (11 positive cases, 3 recoveries)
  - MercyOne Dyersville Senior Care, Dyersville (35 positive cases, 31 recoveries)
  - Shady Rest Care Center, Cascade (7 positive cases, 2 recoveries)
  - Sunnycrest Manor, Dubuque (20 positive cases, 17 recoveries)
• Iowa: 101 outbreaks (1 less than yesterday) with 3,020 positive cases, 1,316 recoveries, and 905 deaths to date.
