Assessor - City of Dubuque
The Dubuque City Assessor is charged with assessing all real properties within the Dubuque city limits.

Assessor - Dubuque County
The County Assessor is charged with assessing all real properties outside of the Dubuque city limits, but within the county.

Attorney
The County Attorney aims to serve the community and victims of crime by prosecuting criminal violations according to the Code of Iowa, as well as supporting local government by providing them with legal counsel.

Auditor
The Auditor is the Commissioner of Elections and Clerk to the Board of Supervisors. The Auditor also prepares and certifies tax levies, maintains financial records, keeps real estate transfer records, and processes various licenses and permits.

Budget
The Budget Director directs the development, presentation and administration of the County's annual budget.

Clerk of Court
The Clerk of Court schedules court cases and hearings, notifies citizens of juror duty, handles payment for fees, fines and court costs, processes legal documents, and audits and maintains records.

Conservation
Conservation manages all county parks and recreational activities, provides environmental education and works to protect Dubuque County's natural resources.

Elections
The Elections office directs voter registration and oversees all aspects of voting and election activities for the citizens in Dubuque County.

Emergency Management
The Dubuque County Emergency Management Agency assists local governments with emergency preparedness planning, training, exercise and mitigation.

Engineer / Roads
The County Engineer oversees the construction and maintenance of county roads and bridges, storm drainage, snow and ice control, equipment maintenance and engineering operations.

Facilities Maintenance
Facilities Maintenance plans, coordinates and performs activities concerned with the design, construction, modification and maintenance of County facilities.

GIS/Mapping maintains and supports the County Geographical Information System (GIS).

The Dubuque County Library District provides library services to residents of the unincorporated areas of Dubuque County, as well as to residents of our branch communities of Asbury, Epworth, Farley, Holy Cross, and Peosta.

Mental Health and Disability Services administers the Mental Health Services Management Plan for mental health, substance abuse, crisis services and more.

Recorder
The Recorder maintains land, public and personal property records including birth. death and marriage certificates. They also issue licenses and collects fees in accordance with the Code of Iowa.

Sunnycrest Manor
Sunnycrest Manor is a long term care facility overlooking the Mississippi River on the bluffs of Dubuque, Iowa. It is supported by the citizens of Dubuque County and serves residents with financial need who require the assistance of a Nursing Facility (NF) or Intermediate Care Facility for the Intellectually Disabled (ICF/ID) levels of care.
